Tropical Storm Francine has been upgraded to a Category 1 hurricane with wind speeds of 75 miles (120 kilometers) an hour, US monitors said Tuesday, warning the storm was on track to hit the US south. “Life-threatening storm surge and hurricane-force winds expected to begin in Louisiana on Wednesday,” the National Hurricane Center said.
