Japan’s low birth rate and shrinking population are a “quiet emergency”, new Prime Minister Shigeru Ishiba said in a policy speech on Friday. “The low birth rate and the resulting population decline are a challenge to the very foundations of the country — a quiet emergency, so to speak,” Ishiba said in parliament.
